Crowborough Local Transport Plan

 

A Local Area Transport Strategy (LATS) can be defined as a set of policies and proposals for transport related issues for a particular geographic area.  It is aimed at achieving a balance between all modes of transport of travel and competing demands for the movement of people and goods, in a way that best meets the needs of local people. 

Crowborough has such a Strategy and the LATS document will be used to inform allocations of Government / ESCC  Local Transport Plan (LTP) funding that reflect a prioritised package of local integrated transport schemes over a 5 year period.  The investment in such schemes will be measured and judges against their contribution to the achievement of LTP targets and objectives.

 

The opportunity to formulate and start to produce a Crowborough Local Area Transport Strategy and to take advantage of central government funding was initiated towards the end of 1999. A Local Area Transport Strategy has now been developed through the Town, District and County Council’s working with local people. It has built on the useful work of the Crowborough Transport Forum and its associated Working Groups to identify problems and possible solutions. 

A co-ordinated programme of works to implement the schemes emerging from this strategy has been established. The Strategy was submitted to the County Council’s Lead Member for Transport and Environment for consideration and gained approval in February 2002. 

The Strategy document is a list of projects to improve transport in Crowborough for which finance can be obtained through planning permissions for built development, or bid from Central Government.  It aims to improve transport for Crowborough people and to enable to town’s economy to grow and flourish, but without giving rise to unrealistic expectations of what can be achieved.

The document provides a structure outlining a basis of immediate, medium and longer term priorities but it has to be looked at as a 'living document' and will need to reflect community needs as and how they evolve.

The purpose of the LATS is to identify transport solutions in Crowborough which fit in with local planning policies and future developments in the town and which have widespread support in the town.  This is backed up with a ‘vision’ and ‘goals’ which help focus attention on what sort of place Crowborough’s people want the town to be.

Proposed Traffic Management Measures

The long awaited measures for traffic management (primarily aimed at reviewing on street parking restrictions agreed by Sussex Police, Emergency Services, ESCC and other local authorities) have been out for consultation and the timescale for reply has passed.

Details at the Town Hall. They involve junctions at Church Road, Glebelands/Church Rd/Queens Rd, Beacon Gardens, New Rd, Park Rd (2), North Beeches Rd, Windsor Rd, Crowborough Hill(restricted parking), Luxford Rd/Blackness Rd, Whitehill Rd(3) as well as a bus stop in Beacon Rd lay by(former Post Office)
